At a Government meeting, chaired by Prime Minister Askar Mamin, a draft new version of the Environmental Code of the Republic of Kazakhstan was approved.
Comments were made by the chairman of the board of NWF Samruk-Kazyna A. Yesimov, the position of the international expert community was represented by the permanent representative of the UN Development Program in Kazakhstan, Y. Berish, large industrial enterprises - the general director of Kazzinc A. Khmelev, environmental public organizations - Chairman of the ECOM public association, coordinator of the Pavlodar Aarhus Center S. Mogilyuk.
Yakup Berish, Permanent Representative of the United Nations Development Program in Kazakhstan, emphasized that the issue addressed at the Government meeting is consistent with the global goals to combat climate change. He noted that Kazakhstan is making great progress towards a low-carbon, climate-stable development.
“The development of a new Environmental Code is an integral step that will allow us to implement important international obligations, establish a framework for the sustainable use of natural resources, and take measures to mitigate the environmental impact. We are pleased that the new Environmental Code lays the foundation for creating a system of strategic environmental assessment in Kazakhstan in accordance with international standards”, Y. Berish said.
In his opinion, the new Environmental Code will allow in the early stages to assess the likely environmental consequences of the implementation of sectoral state plans and programs. It is important that the new code simplifies the existing national environmental impact assessment scheme and increases the role of the population in this process. The Codex successfully integrates climate change mitigation and adaptation elements into existing laws, which was not the case in the past.
